If you want to be frugal, it's okay to be that way to yourself. However, part of being frugal is to not take it out on other people.

This excuse is really a lack of respect for the
driver. It shows that you give the driver a very low priority. You were able to afford the hard part -- the bill -- but somehow unable to afford the little part -- the tip. It was strange that you could afford to blow $25 on an overpriced luxury item but claim you can't afford a measily $2 for the tip. Get real. The larger the order, the more ridiculous this excuse becomes.
